Introduction
The Environmental Priorities Coalition seeks an administrative contractor to support coordination and coalition management needs. The administrative contractor provides ongoing support for the coalition for activities such as meetings and retreats, establishing secure systems for managing documents and resources, and ensuring action items are moved forward. Dependent on funding and coalition priorities, there may be opportunities to evolve the position. A successful candidate must have experience in administrative tasks and project management. Candidates with experience in legislative advocacy or campaign work are desired. Outstanding candidates have an interest in supporting environmental advocacy, racial justice, and Tribal sovereignty.
About the Coalition
Washington State’s Environmental Priorities Coalition is made up of 26 statewide environmental organizations working to safeguard our environment and the health of our communities through policy and budget advocacy at the Washington State Legislature. Every year, the Coalition comes together to select priorities to advance during the legislative session.
Washington Conservation Action will supervise the consultant and manage the contract and payments on behalf of the Coalition and consult with Coalition members on substantive matters.
Context for the Work
For nearly 25 years, Washington’s Environmental Priorities Coalition has been effective at strengthening the power of the environmental community by advocating for shared priorities during the state legislative session.
The Coalition recently engaged in a multi-year evolution process, which identified a need for capacity to help with general operations. Other evolution recommendations included facilitation support and racial equity planning. At this point in time, the Coalition has sufficient funding to support general operational improvements.
For roughly a decade, the Coalition has not had dedicated capacity to support its operations. The work of the Coalition has been integrated into the work of members who step up to help implement to varying degrees of success. A consistent point person focused on making sure the collaborative work is progressing, information is accessible, and meetings/retreats/events are on track is a recurring need to improve the Coalition’s work and team cohesion.
Requested Scope of Work
Providing general operational support to the Coalition, particularly in the lead up to and during the 2027 legislative session. Preparations for the legislative session begin in September, and the 2027 legislative session is expected to run from January 11, 2027 through April 26, 2027.
Activities and Deliverables
- Schedule and attend regular meetings for the Coalition and the Admin subcommittee.
- Lead notetaking and ensure notes and next steps are accessible for Coalition members.
- Manage communications on action items, facilitation schedules, agenda sharing, and other related tasks for full Coalition meetings and the Admin subcommittee.
- Help manage EPC email list.
- Lead scheduling and logistics for one Coalition retreat.
- Develop a more centralized, organized, and secure system for Coalition files and documents.
- Assist with lobby day, as needed, (e.g., help with logistics).
- Prepare a summary of outcomes, activities, and next steps from the 2027 legislative session.
Contract Duration
Early fall 2026 through June 30th, 2027. Contract renewal or extension possible, depending on funding.
Budget
We have a target budget of $25,000 – $30,000 as an initial estimate for this work. The final contract amount will be determined once funding has been fully confirmed and the final Scope of Work has been agreed upon.
The consultant may be compensated for professional services on an hourly rate or by-task basis. Any travel costs will be reimbursed at the current government rates in effect at the time of travel. Any contract awarded as a result of this procurement is contingent upon the availability of funding.
Proposal Requirements
Please include the following in your proposal (maximum 5 pages):
- An overview of your company, including your mission, vision, staff composition, and any other information you would like to share.
- Project understanding and approach. Please describe how you understand what we are trying to accomplish through this process, and an overview of how you will approach the project to ensure success.
- A summary of your qualifications. Provide examples of similar projects you have done.
- Pricing quote/fee structure. Provide a total cost quote with a description of services you will provide for that budget, including all associated expenses and hourly rates and any discounts offered to nonprofits.
- A list of 3 references from similar projects.

Final candidates will be invited to an interview before a decision is made.
Selection Determination
The Coalition will evaluate the proposals based on the following criteria:
- Responsiveness to the requirements outlined in this RFP.
- Demonstrated relevant expertise and experience.
- Quoted cost and what can be done for that amount.
Proposal Timeline
Proposal review date: September 21, 2026. Applications submitted after that date may be considered.
Shortlisted candidates will be interviewed before a consultant or consultant team is selected.
