Overview

Washington Conservation Action (WCA) seeks an experienced, community-centric communications professional to support and execute a campaign in Congressional Districts 4 and 5 documenting the impacts of federal legislation on affordability for essential needs for home energy, food, and health care. Deliverables from this project will be used in a voter education ad campaign.

WCA is a certified 501(c4) statewide environmental advocacy organization whose mission is to strengthen our democracy, elect environmental champions, and mobilize the public for environmental progress and justice in the Pacific Northwest. For Washington to remain a national leader on environmental issues including clean air, clean water, and healthy forests and habitat, we need environmental champions in elected office. We need to hold our leaders accountable. To keep our environment protected, healthy, and vibrant, we are committed to supporting Native candidates, candidates of color, and environmental leaders seeking election. 

Scope of Work

  • Review collection of story submissions to recommend top stories to develop and produce. 
  • Draft scripts and relevant materials to solicit story collection on the ground. 
  • Develop a set of interview questions for storytellers. 
  • Schedule and conduct in-person interviews with storytellers in English and Spanish. Interviewees will be located in Congressional District 4 or 5. 
  • Collect testimonials, photos or videos from storytellers in support of campaign and collecting consent forms for content 
  • Produce five stories for social media, drafting posts. 
  • Produce two stories for radio. 
  • Based on stories, create an ad campaign focused on affordability for essential needs such as home energy, food, and health care. Campaign to run from July 16 to August 4. 
    • Place ads in regional papers 
    • Social media 
    • Billboards / mobile billboards 
    • High visibility events 
  • Take photos to accompany stories.  
  • Manage ad buys on Meta and in regional newspapers. 
  • Make recommendations to WCA on ad placement, target audience, and division of resources across platforms. 
  • Manage the project in coordination with the Client to ensure it is adequately budgeted and staffed to meet WCA’s goals. 

Deliverables

  • Transcripts and recordings of interviews in original language and English. 
  • Edited narratives capturing the voice and essence of each participant and their story. 
  • 5 high quality photos of each storyteller and their environment. 
  • Creative ad assets and placement on social media, regional newspapers, and in high-traffic locations. 
  • Post-campaign impact report including media approach, creative assets, placements, and metrics for each medium (impressions, reach, engagement, etc.). 

Service Period

The period of performance for the campaign consultant will begin no later than March 1, 2026 and end by August 31, 2026.

Proposal Submission Requirements

Interested consultants are asked to submit proposals consisting of the following: 

  • Cover letter including contact information, any exceptions to the outlined scope of work, and disclosure of whether your firm is a ​​BIPOC​​-owned business enterprise. 
  • Firm or Consultant Background that describes your qualifications to conduct the proposed scope of work and citing any examples of past related experiences. 
  • Statement of Proposed Work that outlines your methodology and work plan to achieve the scope of work and deliverables described in this RFP in accordance with the timeline. 
  • Budget that estimates the total costs of completing tasks proposed in the workplan, broken out by major tasks, activities, and deliverables. Please also include a requested payment schedule tied to project milestones and/or deliverables. 
  • Two examples of previous projects that ​are ​similar to the scope of work requested within this RFP. 
  • References with contact information for at least three individuals who can speak to their experience with the consultant in conducting projects of similar scope. 

Qualifications

Consultants should be experienced in working with organizations in the development of communications for political campaigns. Consultant should possess a strong understanding of narrative development and have experience running congressional and political ads on Meta in Washington state. The successful candidate will work directly with the Communications Director and the Vice President of Campaigns of Washington Conservation Action to ensure all activities in this project are completed. Bilingual in English and Spanish. 

Budget

Total costs for this project should be kept to $45,000 or less. Please include a detailed cost breakdown including estimated total cost in your proposal.
